The Basic Prosecution in Prizren, following its statement of January 8, 2026, regarding the operation carried out in cooperation with the Kosovo Police to investigate suspected abuses at the Kosovo Insurance Bureau (BKS), informs the public that investigations in this case have continued intensively and have now been further expanded.

The prosecution announced that, as part of the investigative actions undertaken, on September 1, 2026, it expanded the investigation to 21 additional suspects, employees of the Kosovo Insurance Bureau, on reasonable suspicion that they committed the criminal offense of “Abuse of Trust in Assistance,” under Article 330 of the Criminal Code of the Republic of Kosovo. This brings the total number of suspects in the criminal case to 69.

“Based on the investigative actions carried out so far, there is suspicion that these suspects, in violation of the BKS’s internal rules and procedures, enabled or participated in the transfer and receipt of uncovered sums of money, ranging from €2,000 to €53,000 per person, causing additional damage of approximately €200,000 to the Kosovo Insurance Bureau,” the Basic Prosecution in Prizren said in its statement.

The suspects were interviewed at the Pristina Police Station by officials of the Kosovo Police’s Unit for the Investigation of Economic Crime and Corruption, together with the Chief Prosecutor of the Basic Prosecution in Prizren, the Deputy Chief Prosecutor, and a prosecutor from the Basic Prosecution in Prizren.

In parallel with the criminal investigation, the Basic Prosecution in Prizren has also conducted a financial investigation in cooperation with the Kosovo Police’s Financial Investigation Unit, with the aim of identifying, tracing and securing assets suspected of being linked to the criminal offenses and the proceeds obtained through the unlawful activity.

As a result of these investigative and financial actions, a total of 35 properties have been seized and frozen today, including cadastral parcels, residential units and garage units, which are linked to the three main suspects, who are suspected of involvement in criminal activities that caused significant financial damage to the Kosovo Insurance Bureau.

In addition, during the day, the prosecution, in cooperation with the Financial Intelligence Unit, ordered the freezing of 21 bank accounts belonging to the suspects.

Based on the actions identified during the initial phase of the investigation, the damage caused to the BKS had been estimated at approximately €1,043,000. With the expansion of the investigation and the identification of new suspected actions, an additional loss of approximately €200,000 has now been identified.

The reporting was also based on a Kosovo Police report submitted to the Special Prosecution, while an examination by the Central Bank of Kosovo had identified significant deficiencies in internal controls, audits that had not been carried out, and failure to implement recommendations.

A month later, Preportr reported on the “€1 million mystery,” after an internal audit found that €1.043 million paid in 2022 and 2023 for damages related to border insurance and memorandums of understanding could not be justified by the relevant documentation. In January 2026, the investigation into the case led to the arrest of former BKS Executive Director Sami Mazreku, former Finance Director Valon Berisha and several other individuals, on suspicion of financial misconduct.

Regarding the suspicions of abuse also raised by the findings of the internal audit, the former Director of Finance and Accounting at the Bureau, Valon Berisha, had “self-reported.”

He said that, in his capacity as Director of Finance and Accounting, he had been solely responsible for organizing, controlling and executing financial operations, including decision-making on transactions, payments, financial reporting and every other process related to the administration of the Bureau’s funds and financial resources.
